A new era begins for Paignton as work begins on its seafront transformation project

Work is now underway on Paignton’s landmark seafront transformation, as the council’s appointed contractor, Knights Brown, begins delivering the multi-million-pound scheme that will combine vital flood protection with a striking enhancement of the town’s public realm.

Delivered in three phases, this multi-faceted project will provide essential flood protection for homes, businesses, and community spaces—while also transforming Paignton’s seafront into a vibrant, inclusive, and resilient destination for years to come.

Over the past few weeks, Knights Brown has been preparing its site compound in anticipation of the arrival of construction teams, equipment, and materials, with full-scale works set to begin in early November.

The community has played a pivotal role in shaping the plans, helping to ensure that modern flood defences are seamlessly integrated with new promenades, seating areas, landscaping, and lighting—creating a revitalised seafront experience for all who visit.

The multi-million-pound scheme funded by the UK Government and the Environment Agency demonstrates a strong commitment to climate resilience and placemaking, supporting Paignton’s evolution into a premier destination for water sports and family fun along the foreshore.

Knights Brown were appointed through a competitive tender process, chosen not only for their proven expertise in delivering high-quality coastal infrastructure, but also for their strong commitment to social value and community engagement.

The first area to benefit from the transformation will be Paignton Green North, stretching from the Pier to the Redcliffe Hotel, with works scheduled for completion ahead of the 2026 English Riviera Airshow (29–31 May 2026). Following this, the project will progress to Paignton Green South, from the cinema building to Paignton Harbour—before concluding with the final phase between the Pier and the cinema. Meanwhile, improvements at Preston seafront are set to begin at the end of 2025 and will be delivered in a single phase, with beach huts expected to return in time for the summer 2027 season.

Work on all phases will be paused over the six-week summer holiday period in 2026, but development compounds will remain in place.

What to expect during construction

– The promenades will stay open to walk along, but they may be narrower in some places. Cyclists are kindly asked to dismount their bike before entering any of the marked footpath areas or use an alternative route along Esplanade Road.

– Beach access might change slightly, but both beaches will stay open.

– Green spaces that are not being worked on or used by the contractor will remain available to enjoy.

– On street blue badge and pay and display parking will be available at Paignton seafront throughout the development phases.

– Businesses that operate all year round will be open and accessible.

Cllr Chris Lewis, Deputy Leader and Cabinet Member for Place Development and Economic Growth at Torbay Council, said; “This marks Paignton’s first large-scale transformational project an initiative that goes far beyond flood defence. It will deliver a dramatically enhanced seafront experience for all, with modern design and improved public spaces that add lasting value to the area. More than protection, this scheme is about unlocking Paignton’s future as a thriving, vibrant coastal town.
