Have your say on plans to transform vacant Torquay villa into 10 new homes

Local residents are being invited to view plans and share their feedback on proposals to bring the vacant Walmer House in Torquay back into use as 10 new affordable homes for local people.

Torquay developer, Walmer House Community Homes, is proposing the sensitive conversion of the Victorian property on Ash Hill Road into high-quality self-contained apartments, which will be affordable homes for local people.

A public consultation event will take place on Thursday 6th August 2026, 2pm to 7pm at Walmer House, Ash Hill Road, Torquay, TQ1 3HZ. The drop-in event will give the local community the chance to find out more about the proposed conversion, view the plans and meet the project team.

Walmer House is a substantial detached Victorian villa within the Upton Conservation Area and has stood vacant for some time. Without a viable long-term use, the building is at risk of gradual deterioration.

The proposals aim to preserve and restore the character of the property while giving it a new purpose as much-needed housing for local people. The plans will restore architectural detailing, remove unsightly later additions and redundant outbuildings. Existing parking will be retained, with cycle parking and refuse storage included. The plans also include reinstating landscaping and planting and creating a communal walled garden for residents.

Ben Coggins, Director of Walmer House Community Homes, said: “Walmer House is locally a well-regarded building, and we want to see it brought back into positive use for the community.

“Our proposals would create much-needed affordable homes for local people while carefully restoring the property’s historic character.

“We’d encourage anyone with an interest in the future of the building to come along, view the plans and share their feedback ahead of the plans being submitted to Torbay Council.”

Founded in 2026, Walmer House Community Homes Ltd is committed to providing high-quality, socially responsible housing. The developer will partner with Armada Property UK, an experienced local residential contractor to deliver the Walmer House conversion.

Members of the public will have the opportunity to submit their feedback at the event or complete an online questionnaire at www.walmerhousech.com. The website and questionnaire will be live from Thursday 6th August 2026. The questionnaire will close on Thursday 20th August 2026.
