Residents, businesses and visitors are being asked for their views on the future of Brixham Central as a new phase of public engagement gets underway.
Torbay Council is working with regeneration partners Willmott Dixon and Milligan on proposals for the area, which acts as one of the main gateways into Brixham town centre, harbour and waterfront.
The latest consultation will focus on the public spaces around Brixham Central and how the area should look, feel and function in the future.
The council says it wants to hear from a wide range of people, including residents, businesses, young people, visitors, community organisations, public transport users, people who walk or cycle and accessibility and inclusion groups.
What could change at Brixham Central?
Previous engagement found support for improvements to the area, with respondents describing Brixham Central as tired and outdated.
Among the priorities previously identified were improved landscaping, clearer signs and wayfinding, better seating, improved accessibility and better facilities for people using buses and coaches.
Torbay Council has stressed that although previous engagement looked at parking provision in the town centre, no decision has been made on a future parking solution.
The latest consultation is not asking residents to comment on a specific car park proposal and instead focuses on the wider experience of arriving in and travelling around Brixham.
People are being asked for their views on:
- The arrival experience into Brixham
- Walking routes and connections around the town centre
- Accessibility and inclusion
- Local character, heritage and identity
- Opportunities for seating, landscaping and public spaces
- How future work could be carried out while maintaining access and minimising disruption
The feedback will be used to help establish a community-led vision for the area and inform future designs.
Public drop-in event
A public drop-in event will take place at Scala Hall in Brixham on Saturday 3 October from 10am until 2pm.
People will be able to see the latest information, explore ideas for the future of Brixham Central and speak to members of the project team.
Those unable to attend can view the information and complete the consultation survey online.
The online consultation closes at 5pm on Friday 16 October 2026.

‘Much more than parking’
Councillor Chris Lewis, Torbay Council’s Deputy Leader and Cabinet Member for Place Development and Economic Growth, said: “Brixham Central is one of the most important locations in the town. It is the gateway through which many residents, visitors and businesses experience Brixham, and we want to ensure its future reflects the needs and aspirations of the whole community.
“This engagement is about much more than parking. We want to understand how people move through the area, how accessible it is, how it supports local businesses and how we can create public spaces that are welcoming, inclusive and distinctly Brixham.
“We’re particularly keen to hear from businesses, public transport users, accessibility groups and community organisations so that a wide range of voices help shape the vision for this key town centre location and support a strong economic future for Brixham.”
What happens next?
Once the consultation closes, feedback will be reviewed alongside comments received during previous engagement and used to develop a preferred design approach.
Torbay Council currently expects a planning application to be submitted in spring 2027, with a further consultation on a preferred proposal expected beforehand.
The council says the timetable is indicative and could change as the project develops.
