Shoplifting in Devon & Cornwall soars as charge rates remain low

Shoplifting across Devon and Cornwall has risen dramatically over the past five years, with new figures revealing a sharp increase in offences alongside low charge rates—raising fresh concerns for local businesses.

Data from the House of Commons Library, analysed by the Liberal Democrats, shows that Devon & Cornwall Police recorded 11,114 shoplifting offences in 2024/25. This marks a 191.48% rise from 3,813 cases in 2020/21.

Despite the surge, fewer than one in five cases led to a charge. Just 19.65% of recorded shoplifting offences last year resulted in someone being formally charged, leaving the majority unresolved.

The figures have prompted calls for urgent action to support high street businesses already facing financial strain. Martin Wrigley has warned that the situation is becoming unsustainable for many independent retailers across Devon.

He argues that a lack of visible policing has contributed to the rise, and is calling for a renewed focus on neighbourhood policing. This includes a proposed “Police Counter Promise”, which would guarantee staffed police desks in communities across Teignbridge.

According to Wrigley, rebuilding a visible police presence would help restore public confidence and act as a deterrent to crime.

Local businesses, he says, are being hit particularly hard. Many are already grappling with rising energy costs, business rates and increased National Insurance contributions, making them more vulnerable to losses from theft.

Wrigley is also urging wider economic support for high streets, including a 5p VAT cut for hospitality businesses and reforms to the business rates system.

Speaking on the issue, he said:
“Local businesses are really struggling with a surge in shoplifting that treats our local shops like easy targets.

“It is unacceptable that the hardworking people in our local stores are being left to fend for themselves. Our independent businesses are already fighting to survive rising costs and business rates—they shouldn’t have to worry about shoplifting too.

“We need more than just promises. There must be a return to real neighbourhood policing, with bobbies on the beat and dedicated police counters right here in Devon, so that our local shoppers and shopkeepers are kept safe.”

The latest figures highlight growing concerns about crime on Devon’s high streets, with business owners and community leaders increasingly calling for stronger support and visible policing to tackle the issue.
