Midas will re-start work to build a 120-bed hotel for Premier Inn, on part of Terrace Car Park, at the end of June.
The delay has allowed Torbay Council to get fresh planning permission for a new vehicle ramp, stair and lift to be constructed inside the car park, rather than externally as previously approved. This helps to protect the structural integrity of the multi-storey car park.
The first few months of work on-site will involve demolition of part of the car park and below groundwork to prepare the site for construction of the new hotel.
It is expected that the development will be completed in early 2022.
Councillor Swithin Long, Torbay Council Cabinet Member for Economic Regeneration, Tourism and Housing, said:
“It’s great news that this project is now moving forward again. It will bring long term benefits to the town centre, to businesses, to the community and to the Council. This is good news for Torquay, as we start the economic recovery process from COVID. The hotel will generate new employment of around 30 permanent jobs and over 150 jobs during construction. It will attract an estimated 64,000 guests each year and bring in an additional £3.3M of tourism spend.”
“The Council worked hard to ensure the construction contract with Midas includes requirements to employ local people and contractors, provide training for apprentices and support entrant trainees in key professions.”

“The Wring Group, who will be undertaking the demolition work, employ 15 people locally. This project will provide work for two staff who live in Torbay and another seven who live in the South Devon area. The work undertaken by Wring on-site will also support businesses elsewhere in Devon.”
“We’re really pleased that, as a result of this project, Midas has been able to employ a trainee Quantity Surveyor, who lives in Devon and is a product of the SW Shared Apprenticeship Scheme. We’re also using the skills of a trainee carpenter and an Assistant Site Manager, both of who are the products of South Devon College and live locally.”
