Torbay Council leases part of Tor Hill House for delivery of government’s Restart scheme    

Torbay Council has leased out part of Tor Hill House in Torquay to allow for the delivery of the government’s Restart scheme.

Launching nationally on 28 June 2021, the Restart scheme will support thousands of people who have been out of work and claiming Universal Credit for at least 12-months to build confidence, skills and find work.

Seetec Pluss will deliver Restart on behalf of the Department for Work and Pensions (DWP) for South West England, which will see 62 employment advisors based at Tor Hill House, of which around 52 will be newly employed.

Employment advisors will work closely alongside individuals for up to 12-months to get to know their aspirations and strengths to develop a personalised package of support, tailored to both the individual and local need.

Torbay Council was approached by Seetec earlier in the year regarding available office space to train staff ahead of the launch, and for delivery of the scheme over the next 4-years.

The 4th Floor of Tor Hill House, which was surplus to council requirements, will enable the council to repurpose the space, generate an income and create much needed employment opportunities.

Councillor Darren Cowell, Deputy Leader and Cabinet Member for Finance, Torbay Council, said: “The leasing of Tor Hill House not only makes the best use of Council assets through the provision of an income, but it has created 52 new jobs and will help countless people to break down any barriers that might be holding them back from finding employment.”

Councillor Swithin Long, Cabinet Member for Economic Regeneration, Tourism and Housing, Torbay Council, said: “The delivery and launch of the Restart scheme will not only support hundreds of local people, but it also supports the repositioning of our economic strategy as we recover from the financial impacts of the pandemic. Economic growth is essential as we seek to turn the tide on poverty in Torbay and create a place where everyone thrives.”
