Devon and Cornwall police said on their website: “Little is known about the man at the moment although it’s believed he may have been in the water for some time.

“He is described as a white man, around 5ft 8ins tall and of proportionate build. It’s also believed he may have had some facial hair, possibly a moustache.

“He has two distinctive tattoos on his left arm, these are described as: 1:A red devil smoking a cigarette, on his upper arm/bicep. 2: The word ‘east’ featured within a picture, on his forearm

“He was wearing distinctive navy blue New Balance trainers with a red ‘N’ logo on the side. He was also wearing two rubber wrist bands, one in support of Wales Online Cancer Research, the second featuring a heart.

“I would ask that anyone who recognises the description above, or knows anyone who matches this description, to contact police.
“Anyone with information that may assist in identifying the man are asking to contact police on 101 quoting EN/969/19,”
