Proposed introduction of 20mph speed zones to enhance road safety in two of Torbay’s communities

As part of ongoing work to make Torbay’s road safer for all users, Torbay Council is considering implementing 20mph speed zones in the Queensway area of Torquay and Fisher Street area of Paignton.

This proactive measure aims to enhance pedestrian and cyclist safety and improve the quality of life for local residents.

The roads surrounding Queensway in Torquay and Fisher Street in Paignton have been identified by Torbay Council’s Transport and Parking Working Party in its Road Safety Initiatives plan as areas which would benefit from safety improvements by reducing vehicle speeds.

Ahead of any changes being made, residents that live in or use the proposed designated areas are encouraged to look at plans and share their views on whether or not they think reducing vehicle speed is a good idea.

Lowering the speed limit in residential areas, especially around schools can help safeguard pedestrians. Slower vehicle speeds enhance visibility, allowing drivers to react swiftly to any unpredictable pedestrian movement.

Other benefits of lowering speeds lead to decreased noise levels and less exhaust emissions, which improves air quality, benefitting the health of all residents.

Cllr Chris Lewis, Cabinet Member for Place Services and Economic Growth at Torbay Council, said; “Statistics show that Torbay has one of the highest pedestrian casualty rates in the south west. We want to ensure Torbay’s roads are safe for all users and that’s why we are looking at implementing a range of initiatives – particularly in residential areas and around schools.

“By sharing your thoughts on the proposals, you get to help shape road safety measures in your local community”.

If approved, the schemes would introduce a mandatory 20mph speed limit, at all times, on all roads within the designated areas.
Proposed designated areas.

Queensway area, Torquay
Between the junctions of Shiphay Lane with Queensway, Sherwell Valley Road with Hawkins Avenue and Sherwell Valley Road with Queensway.

Fisher Street area, Paignton
Between the junction of Fisher Street with Totnes Road, Totnes Road with Midvale Road, Curledge Street (with existing 20mph limit), Grosvenor Road (with existing 20mph limit), Elmsleigh Road with St Michael’s Road, Elmsleigh Road with Dartmouth Road, Elmsleigh Park with Dartmouth Road, The Riviera with Dartmouth Road, Fisher Street with Dartmouth Road, and Clennon Rise with Dartmouth Road.

Residents living in the proposed designated areas will receive a letter with full details, which also includes information on how to share views on the proposals.

Anyone unable to view and comment on the proposals online can find information on the Queensway area proposals in Torquay library, and the Fisher Street area proposals in Paignton library from Wednesday 23 August.

The consultation runs between Monday 21 August and Sunday 17 September 2023.
