Torquay harbour and seafront area is partially due to an on-going police incident.
Torbay Road, The Strand and Cary Parade have road closures in place both ways.
People at the scene report there is a woman on the wrong side of the railing on the footbridge.
Police are on the scene after being called to the area at around 4pm.
Traffic in and around the area may experience delays.
