A spokesperson for Torbay Council said:
“Highways and TOR2 staff have been working hard since Wednesday to grit Torbay’s road network. However, because of the severity of the weather, the considerable amount of road salt grit that was been put down wasn’t effective enough to keep routes moving, despite continuing efforts throughout the day.
“In preparation for the expected conditions on Thursday, gritting of Torbay’s highway network was carried out on Wednesday evening and in the early hours of Thursday morning to the primary and secondary routes. A further gritting round was carried out to the primary routes following an early morning inspection and more gritting of the major roads continued throughout the morning and into the afternoon.
“TOR2 gritters completed gritting rounds on Thursday afternoon, Thursday evening and in the early hours of Friday morning, concentrating of the main routes.
“Because of the adverse weather conditions Torbay Council has suspended all parking enforcement.
“The conditions remain treacherous on our roads and we advise people not to drive unless absolutely necessary,”
